How would AZ know if someone shipped tubers to an address in the state? I
am not likely to emblazon "LIVE PLANTS" on the outside of the box!

P.P.S. This sounds like it may be illegal. Only the U.S. goverment has the
authority to regulate interstate commerce. How does AZ get away with it?
