For me it is Ph. xanadu with a little deeper cut leaves.
Growing in full Sun it may look so...
or it can be Ph. xanadu crossed with another Meconostigma Philo
like Ph. radiatum or Ph. pinnatifidum=2C but I've never heard of such a cross=2C
so I bet on xanadu.

I've had this plant at least 5 years=2C has never bloomed=2C survives neglect for years on end.
Any spots on the leaves are dust/rain.
