As an authorized signer on Phyto's in the past=2C I can assure you that many of the trade restrictions in place on such transactions are just tools different governments use to protect their ag industries against competition or are tools to use in other negotiations=2C and are not necessarily required to protect plant health.

>=3B Condition #3 on my Permit to Import Plants: ?"A phytosanitary certificate must
>=3B accompany all propagative material imported under this permit."
>=3B ?
>=3B I am corresponding with an individual in the UK growing plants in his back yard
>=3B as I am doing here.? I would like to obtain two or three bulbs of one of the
>=3B plants he is growing (an Arum).? The cost and other requirements of the
>=3B authorities in the UK are so burdensome as to prohibit the type of exchange we
>=3B would like to make.
>=3B ?
>=3B He states:? "If you have tangled with Plant Health in the UK you will understand
>=3B why I don't want to get wrapped up in it. Last time I worked with the system it
>=3B would only accept applications for imports through the online system=2C and the
>=3B online system would only accept shipments of fruit and vegetables in container
>=3B loads. The telephone helpline advised me to lie on my application! I."
>=3B ?
>=3B Today=2C I received a letter from Michael Watson=2C Acting Executive Director of
>=3B APHIS (USDA)=2C in response to my inquiry=2C stating:?
>=3B ?
>=3B ??there is no exception to the regulatory requirement for a phytosanitary
>=3B certificate when importing small quantities of bulbs or tubers.? Bulbs and
>=3B tubers are a more likely pathway for pests and disease.? Accordingly=2C we require
>=3B that the importer obtain a phytosanitary certificate issued by the national
>=3B plant health authorities of the country of export.?? These certificates provide
>=3B assurance that the plant or plant product has been inspected and found free of
>=3B plant pests and diseases prior to its entry into the United States.? While we
>=3B understand that obtaining a phytosanitary certificate may be inconvenient and
>=3B can add to the cost of doing business=2C we assure you that this requirement is
>=3B necessary to protect American agriculture.?
>=3B ?
>=3B I really have two questions:
>=3B ?
>=3B 1.?????? ?How much American agriculture is really protected by this requirement=2C
>=3B particularly as it relates to exchanges of small quantities of bulbs and tubers
>=3B between hobbyists?? ?Is anyone aware of any studies?
>=3B ?
>=3B 2.?????? Is this a windmill worth tilting at?? Believe me=2C I am 73 years old=2C
>=3B retired=2C and not above taking up lost causes and I have even won some of these.
>=3B ?
>=3B Please pass this on to anyone who might be able to contribute an idea or
>=3B suggestion.
>=3B ?
