This is an Amorphophallus growing in a nursery in Santa Barbara California.
It was brought to the nursery from Thailand. (Though it may not have actual ly
originated there)

Maybe Am. haematospadix, but it's just a guess, I have a juvenile plant, it
has also a dark petiole and similar leaf venation, but my plant has no
pattern on the petiole and darker leaves.
